I just want to make a little addendum, that you brilliantly allude. First Biden did not negotiate on the debt ceiling, except to get it removed for the rest of this term.. By agreeing to negotiate the budget for October and the passage of this bill as a debt ceiling bill forces a lot of republican cuts (ostensibly) from that debate. Essentially they just passed a budget bill-and we can argue the merits of who won on that issue, but he brilliantly outfoxed the republicans on the upcoming budget debates by limiting what cuts can be made to the budget, and he got the debt ceiling totally removed til '25. So I don't know if he won the budget debate, but he wiped the republicans and stomped on them on the issue of the debt ceiling.
